border21 provides assistance to ministries and their competent law-enforcement agencies to enhance institutional capacities and individual capabilities to prevent transnational threats and effectively combat cross-border organised crime, counter terrorism and stemming the flow of foreign terrorist fighters, as well as fighting all other forms of serious cross-border crime.

border21 supports ministries and their competent departments to develop and implement national strategies and action plans to ensure public safety and order in alignment with the principles of rule of law and human rights standards.

border21 promotes the principles of EU acquis communautaire and the EU model on integrated border management for open but secure borders in a free, democratic and more integrated area without dividing lines.

border21 provides technical assistance and expertise, inter alia, in the following areas:

  • Development of national strategies and action plans in accordance with identified needs of target ministries and their competent law enforcement authorities.
  • Elaboration of gap and needs assessments related to law enforcement and criminal justice, criminal prosecution, police management and leadership, integrated border management, intra-agency, inter-agency and international cooperation.
  • Enhancing effectiveness and efficiency of national security management systems through the development of tailor-made concepts based on feasibility studies and recommendations in line with functioning good practices based on lessons learned.
  • Development of assessments of border management systems and infrastructure (i.e. border crossing points, green and blue border zones) in alignment with the EU IBM guidelines.
  • Design of state-of-the-art technologies matrixes and elaboration of artificial intelligence (AI) solutions.
  • Enhancement of capabilities in terms of management, leadership and information management for senior police managers.
  • Facilitation of inter-agency cooperation at national and cross-border level.
  • Development of training curricula and implementation of profound training programmes for law enforcement agencies in line with EU acquis communautaire and human rights standards.
  • Development of tabletop exercises for law enforcement managers to strengthen inter-agency cooperation in the area of cross-border operational interventions.
  • Monitoring and evaluation of processes of planning, implementing and managing external funded projects and programmes.
